Pokémon Go updates the Team Go Rocket encounters via the “Galarian Expedition: Taken over“Event, a spin-off of the Galarian Expedition event, which is still ongoing. This Team Go Rocket portion of the event is taking place 8th-11th Oct.

The core of this event is actually the addition of new special research tasks to Galar Calling research. These steps include encounters with the Team Go Rocket leader and Giovanni. So if you want the Shadow Heatran, you'll need to progress in Galar Calling to get it.

As is usual with these events, Team Go Rocket members will appear more frequently at PokéStops and in the hot air balloons. You can also use a charged TM to get rid of the movement frustration during the event so you can incorporate something more powerful.
