WASHINGTON – The shooting and wounding of former President Donald Trump in an attempted assassination was “preventable,” a bipartisan House task force said Monday.

The task force, led by Reps. Mike Kelly (R-Pa.) and Jason Crow (D-Colo.), repeated many of the findings of previous reviews by an independent Department of Homeland Security panel, a Senate investigation and an internal Secret Service review.

Trump was shot in the ear at a rally in Butler, Pennsylvania, on July 13 and a bystander was killed before a Secret Service sniper shot and killed the gunman.

The task force's findings, based on 23 interviews with local law enforcement officials and a review of thousands of pages of documents, included:

  • Inadequate planning and coordination between the Secret Service and local law enforcement officials, including the lack of a unified command post.
  • Local sniper teams were unable to monitor the building where the shooter sat about 150 yards from Trump.
  • Fragmented communication between the Secret Service and local officials delayed the release of information about the shooter.

“Simply put, the evidence collected by the task force to date shows that the tragic events of July 13 were preventable,” the report said.

Acting Secret Service Director Ronald Rowe said the agency has already improved security for major party presidential candidates, such as adding bulletproof glass around candidates at outdoor events and increasing protected space. The agency reviews the independent panel's recommendations.

The House task force plans to conduct another 20 interviews with federal officials aimed at uncovering planning and security deficiencies that led to the shooting. The task force also expanded its review to include the Sept. 15 attack, when a suspect with a gun waited for Trump at a West Palm Beach, Florida, golf course where the former president was playing.
