Project 2025, or the 2025 Presidential Transition Project, is a paper published in 2023 by the American conservative think tank The Heritage Foundation with the aim of promoting conservative and right-wing policies to reshape the United States federal government and consolidate executive power, so that the entire executive branch is under the complete control of the US President. This includes reclassifying tens of thousands of federal employees as political appointees, replacing them with people loyal to the president, thereby instilling conservative Christian values into the government and society. It works under the premise that Donald Trump will win the US presidential election tomorrow.

Donald Trump has denied knowing anything about the project, although many of his contributors had close ties to his administration and campaign and expected to be part of his new administration if elected. As a vice presidential candidate JD Vance wrote the foreword to a linked book by the president of the Heritage Foundation Kevin Roberts. Trump's statement about Project 2025 that “some of the things are absolutely ridiculous and abysmal” led Kevin Roberts to say they knew Trump was “making a political-tactical decision there.”
